Expanding and standardizing Baltimore’s approach to performance management by helping to develop performance plans for city government agencies.

The Baltimore City Performance Team is collaborating with agencies across City government to develop annual agency performance plans. These plans will establish targets for performance measures for all city agencies and agencies will provide data and status updates on these plans twice per year. 

The City Performance Plans are now available online to the public. The purpose of this initiative is to strengthen the performance metrics used throughout government; to standardize performance reviews across agencies; and to increase transparency to the public.

The Performance Team is funded through the American Rescue Plan Act (ARPA). The team officially started work in October 2022, and consists of two analysts and a program manager.
